Preheat oven to 375℉ and spray a 9x13 baking dish with non-stick spray.
In a large skillet over medium, crumble and cook, about 10 minutes or until cook through. Drain off any excess grease on a paper towel-line paper plate.
1 lb breakfast sausage
Add the frozen tater tots, breakfast sausage, 1 ½ cups of cheese, onion, and bell pepper into the baking dish and toss together.

In a medium mixing bowl, whisk the eggs, milk, cream, salt, pepper, garlic powder, mustard powder, and cayenne (if using) until combined.
Pour the egg mixture over the tater tots in the baking dish.
Top with the remaining ½ cup shredded cheese.
